OverviewThe SmartCAD Computer Aided Dispatch (CAD) System provides comprehensive tracking of public safety first responder units (as well as other types of unit resources) and incident management. SmartCAD is a multi-agency system with unlimited 911/E911 PSAP interfaces. The SmartCAD system presents the user with an intuitive yet comprehensive interface, making the system very easy to use. While the SmartCAD system contains the industry standard Police, Fire and Emergency Medical Services functionality (i.e., Mapping, AVL, Run Areas, Linked Historical Data, etc.), the system architecture and other capabilities make it unique. The greatest differentiator in the SmartCAD system is the system architecture. The system is designed with the inherent capability to maintain a synchronized copy of the active units (resources) and incidents (service calls) in an unlimited number of mobile (wireless) computer systems over any type of wireless infrastructure. The SmartCAD system has a "push capability" that automatically sends out individual changes as they occur. This capability is referred to as "event driven." The benefits of this functionality include the display of all current situational information to the supervisors and public safety officers in the field. The decision-making capabilities of agencies moves beyond the standard operating procedure matrix and into the realm of expert decision making by presenting the active situational information to the frontline units. SmartCAD also contains functionality that combines workflow processes into single tasks, making the system operators and the frontline units more efficient and creating technological force multiplication. These methods include the ability to seamlessly gather statistical information on a person's demographics. The captured data (such as race, gender, age, reason for stop, and enforcement action) exceeds the recommended profiling specifications of the US Department of Justice. Other functions that enhance capabilities include the ability to enter a "traffic stop" incident from the officer vehicle that combines a call for service entry with an information query and a "wanted" check through local, state and federal databases. In addition, SmartCAD also tracks assigned and unassigned officers, allowing administrators and supervisors to quickly evaluate personnel effectiveness, and to identify high crime and service area locations for more effective agency resource management.
